Xbox NA - Glowing hands while stealth (what causes this?)

This occurred yesterday and I don't know how to make it occur again. I looked at passives and patch notes and have absolutely no idea what's going on.
I'm not on a special quest just doing the undaunted quests with friends.
Anyone know what's happening?

Articulemort✭✭✭It's Saint Veloth's blessing or something to that effect. When you get close to the Shrine of Saint Veloth it actives the blessing, I believe it has something to do with the quest.
And I believe the blessing makes you do more damage to Daedra or something like that.2
