They have given nearly every single time since launch in Eastern Standard Time, they also specify when its different like the Morrowind stream when they specified PST. They aren't going to post the time in every single timezone because their might be one player operating under that time, that would be stupid.

I went back and found the Patch Notes where the date for this NPC is given. You know what it says?

He’s on his way to Coldharbour now, and is scheduled to make his first appearance on the weekend of February 24th.

It doesn't say that's the exact date. It says "the weekend." As in, he could show up for an hour on Sunday night, and that statement would still be true.

But the intent is to give you a couple days to visit him, so that's what you'll get. Lucky for you ZOS isn't as literal as you are.

ZOS devs for allowing access to limited items for too long. If they are up for the whole week it would be less incentive to the player to get the item on their own time.

If it says the weekend, it doesn't matter what day of the week you are; for all I care it will be the 25th or 26th. BUT because we and other players that took notice, it tends to show up at 8 pm EST. Even without knowing this, you should NOT think they are lying because they did initially say 'WEEKEND', duh!

Type into Google: Your City to 8pm EST (example: Brisbane to 8pm EST)

You'll never be able to complain about not knowing what time something is again.
