Need Help With "The Serpent's Beacon"

Tried to run this quest with a new toon today but none of the NPCs are dropping the rune that allows access to the lighthouse. Apparently this is not a universal problem as I have seen some characters enter the lighthouse. I cancelled the quest twice (after reaching the lighthouse) and started from scratch, but re-starting did not help. Finally I cancelled the quest, logged out, waited 30 minutes (even rebooted lol) and went through it all again. Still no rune. Is this a common bug? Is anyone else having this problem? Does anyone know of a solution? Any help you can provide will be greatly appreciated!
