Port Hunding Thieves Hideout
I could swear I've crawled all over the place, but if there's a Thieves Hideout in Port Hunding, I've missed it 
That said, if there isn't one, that means there's room for one! I would humbly suggest it be placed in a Pirate Ship that you have to take a rowboat to, which you would find parked under the bridge to the player house
