Dual Wield is generally the best thing that you can use for a Magplar on the frontbar, with a Maelstrom Inferno back bar.

But I'd reccommend using a set besides Torug's Pact, if at all possible. I run 5 Burning Spellweave (3 jewelry, 2 body) and 5 Julianos (3 body, 2 swords), and it gives me a crapton more spell damage than Torug's Pact could ever dream of giving me.

After a ton more CoA runs and a soul-crushing CP grind, I'm going for 5 Burning Spellweave (body), 3 Moondancer (jewelry), and 2 Willpower (2 swords) until I can get 5 Moondancer. Willpower is pretty much the most offensive power you can get out of a 2-piece bonus.
