They're not circumventing any mechanics to do so.
Switching campaigns is allowed and there is no rule against it.
Now, if they were bypassing some sort of cooldown, or jumping into campaigns they weren't part of...then we could talk about exploiting, this is not an exploit.

It's an exploit by use of other players to go into the empty campaign and they (from recordings that I have watched, literally leave the door open) and then just walk in and out repeatedly flipping the flag along other groups. Periodically randoms will repair the door or kill someone but more often than not, if they're left alone, the 'exploiters' as I will term them, will just stand in flags taking turns flipping them for the 6,000 AP.
