Delve-bosses in Cyrodiil share a spawn timer. It's RNG which one of the different bosses spawns. When you kill one and he respawns again, you have to kill him again to enable the other bosses to spawn.
So just kill the bosses of a delve over and over until you spawned them all.

Depends on whether you get killed by a mob or a player/Alliance NPC, same as anywhere else.

Oh so when a PvE mob kills me in a delve / Cyrodiil I can resurrect like I do in the normal world with a soulshard? And only when a PvP NPC or player is killing me I need the shrines to spawn?

I already know this.
2 were up when I got there. Killed them and then read only one boss spawns at a time after this. Killed the third boss after a few but during my hour there the fourth boss in the west room never spawned once, apparently he has a rarer chance to spawn because that makes complete sense.
To reiterate what I've said many, many times. If you go to an underpopulated campaign and do PvE things there's virtually no chance of running into other players. You can fish in full view of the AD gates for an hour. I take people there all the time in Haderus PC/NA and never once stealth, just rocket around with rapids in full view.
