What's wrong with the Sanctuary set?

Hello, today I noticed that the Worm Cult set gives it's 5pc bonus to up to 12 players of my group within 28 meters. Ebon set does exactly the same. Sanctuary does the same except for radius which is 10 meters only.

Why is that? These 3 are basicaly three versions of the same set (even animation, the 3 glowing orbs are the same just differently colored). This set isn't used often, but anyways I wanted to give it a shot. But the illogical small radius really throws me off.

Is there any chance, they'll change it to 28 meters? ZoS really likes to use this phrase "we changed this to be more in line with similar ..." and here fits perfectly.

    It's not 3 versions of the same set.

    Worm, ebon and hircine are a trio of sets that are part of a group and affect the character in a manner related to the general role for that armor weight.

    The mending set is more like the sanctuary set and both have a 10 meter range.

    10 meters is a fairly good range for more PvE fights. Ofc PvP is different.

    My problem with this set and all of the small radius heals is that there is so much inconsistency. Grand Healing is 8 meters. Healing Ritual and Vigor are 10 Meters (matching the benefit of Sanctuary Set). Restoring Aura, Cleansing Ritual, and Echoing Vigor have a radius of 12 meters. It would be nice if all of the small area heals had the same radius and the Sanctuary set were made to match it, 12 meters.
