[Suggestion] 2H passive Heavy Weapons (Axe fix)

I feel using an axe is not really desirable in many cases (PvE) considering the low proc rate of the Heavy Weapons passive for axes.

In most trash mob fights it rarely even have time to proc, and if it does proc, often it never has the chance to run all the 3 ticks (1 tick every 2 seconds), because enemies don't even last that long, and often it might proc when the enemy is at low health. On a harder single target where it has a chance to proc, and run all the 3 ticks, it can still be somewhat useful, but that rarely happens, and you often lose a lot of potential damage output, from this passive.

Some suggestions to make this one a little bit more desirable.

Raise the proc chance slightly, maybe at the cost of a bit lower total damage. Maybe from 16%-20%
Increase tick rate from once every 2 second to every 1 second. (6 ticks instead of 3 at halve the damage per tick)

    Theres no issue with the bleed, the dw tree has the same thing and dagger axe is one of the best combos. The problem is with the 2handed line in general. Not enough burst to justify the slow attacks. Buff cleave and wrecking blow and the issue doesnt exist.

    I do agree Axes' bleed needs adjustment.
    I would argue the "small" proc chance buff should be 33% meaning double for the exact reasons you stated.
    I am more a PVP player, bleeds (like other DOTS) gets cleansed or nullified too much.

    It should never have been a proc. What makes sword or mace or dagger better is that their effects are always 100% active. You always have extra damage from swords, extra penetration from maces, or extra crit chance from daggers.

    Axes should have the bleed removed and should instead provide an increase to critical damage. That would make them more desirable than daggers and equal to swords at high crit chance.
