I posted in bug reports as well, but just curious if anyone else has had this happen...

Xbox NA
I can't say with certainty that this didn't happen before the most recent maintenance, but we've only noticed it since Tuesday. While shooting seige the past couple nights in PVP, our lich is proc'ing. We have full or basically full magicka. We saw the blue light animation (normal to lich proc) and finally had a minute to look at our character sheet to confirm. We have been having more magicka sustain issues since then as well, for obvious reasons. I have it currently on the back bar of my magicka templar. He has it on the back bar of his magicka sorc. It happened with both ballistas and trebs. I don't recall seeing it while using oil pots. Has anyone else had this issue?

I experienced this issue probably last summer, and had asked in a guild and heard that others had reported it even longer ago than I experienced it. (PC NA) I don't recall if it ever happened with oil pots but definitely on trebs and ballistas.

It shouldn't proc if you are on your front bar then so if its really been around for so long it may just be your best bet to stay on your front bar while using siege.

Yea that is what we started doing last night. Even tougher for my buddy cause his shields are on that bar. Been playing since launch and didn't really start running lich till a few months ago, but hadn't really noticed this till recently. This just became much more interesting then if it's been around that long. I didn't really find anything when i searched about it.

Sure you aren't confusing the Lich set with Vengeance Leech?

Lich procs when your magicka falls below 33%. You can be using siege, in combat or out of combat makes no difference. Lich set is based on your magicka level, not damage to enemies.

Vengeance Leech procs when you deal the killing blow on player or NPC, including if you kill them with siege weapon or any other kind of attack.

If it was Vengeance Leach it wouldn't show Lich in his character sheet.

No confusion bud...magicka full and major appropriate recovery increase on stats.
