Based on what he says everything in ESO so far since it all falls within territory of the previous games. My only guess is he has just started playing the game.

What do you mean by that? It's not like they can just copy/paste Morrowind into ESO. They're completely different games that run on completely different engines. They can recycle concept art and the map, but they have to make everything else from scratch--the landscape, the items, the characters, everything. maybe OP would like to see new locations in elder scrolls lore, rather than just being spoonfed the same things they've already seen?
