Do crown exclusive motifs ever reappear like grim harlequin or salthreim i need them for motif knowledge

To answer: no they have not re-appeared in the game to date.
Event exclusive motif remain until all are used, so I have a couple of pages from the last two in my bank and see hundreds on the guild stores and traders.

✭✭✭✭✭If they are tied to an event, I am sure they will come back. I mean they left the event stuff in the game. So, this fall you should be able to get Grim Harlequin.
But, check with your guild, someone may have them and can make it for you.

The reasons for you asking about the motifs aren't outlined in your opening post ... so how is @Nestor or anyone else supposed to know your motive for inquiring about them isn't for gear?
If you don't care about the motifs for gear or motif knowledge, then why are you even asking?
