No way, horrible idea. Wouldn't hurt regular players? It most definitely would. Farming leathers is the only way I farm wax, and you want to take that away.
And btw bots can easily farm nodes as well you just don't see it as much because they run long complex routes. But if you remove leather from animals all those bots will be eating up all the nodes.
So no I do not want them to do anything close to what you are suggesting and it is doubtful zos would do such a thing anyways.

Much more efficient to get drudge wax through daily writs. If you have two characters doing level 50 writs each day, you'll get probably 3-8 of each gold mat in a weeks time.
Stopping bots would raise prices of mats so would benefit players willing to farm but not those buying cheap leather.
