Yooooo.
Question: Is having the Werewolf even worth it? I am Bosmer Stamblade; At the time of Wolfing out I was aware that there was a 15% Stam recovery, is this still applicable?

I have been looking at the vamp class as well for the no penalty to sneak movement.

Is this viable for PvE?

In general being a vamp is better than being a ww. You only get the increased stam reg while you have slotted the ww ulti. As vampire you get 10% increased mag and stam reg without slotting anything.

If i have the WW slotted on my bow back bar; do I still get the regen?
I may just end up switching to vamp if it offers the same regen

if you can keep yourself in ww form, it def worth it, greater survivability, higher dps.

Vampire leans much more to a Magika class however, WW to stamina, so its probably the better fit.

Vamp also offers nothing in stage 1, stage 2 you get some regen once you have the passive but you also have the penalties (health regen / fire) stage 3 you get the harder to kill passive but also more penalties', stage 4 you get the sneak bonus but full fire damage and health damage all the time.

If you jist want to sneak better, there are probably better ways (NB skills, armour sets etc)

Vamp stamblade is the best! With mist form you can pretty much walk away from an Eots add dark cloak 8%minor protection add that to the undeath passive 33% less dmg when you are low in health pass stage 3 vampirism.
Pretty much somebody can leave me at 10% health and i just cast a vigor, cloak ,rally by the time cloak ends i get 8% minor protection plus that 33% damage mitigation from undeath staking up to a woping 42% percent damage mitigation combo! I can take a beating and heal at the same time and 1vx if u know how to use your rotation.
And for fire damage use my cp to mitigate. So yeah for nb vamp is the way to go, stam regen for burst and magicka reg for cc fear, cloak, siphoning atks and all of those are magicka and not cheap 2 cast so u gonna need some sustain and you get 2 for the price of 1 and no need for n xtra slot for wwf.

Also i personally use medium armor but if u add heavy armor with the healing you gain with it is even better!
