The fastest way right now is IC sewers grind I think. By far the most boring way, but there you go. With all boosters I've heard times in the vicinity of 4 hours from lvl1-50.
With casual evening play and weekends at a non rushed pace it took me one week to get a character 50 clearing all zones quests from Bleakrock to Estmarch.
Grinding can be done even faster than this.

Imperial City is a dlc in Cyrodil. Orcinium dlc also gives you acess to Rkindaleft dwemer dungeon in wrothgar. Dont forget to buy some Psygic ambrosia which boosts your xp. Beware grinding though...you get 0 skillpoints and skyshards and is very unplesant. Tons of grinding videos on youtube show spots.
Wow, it is NOT hard to level up in this game. And remember your CP now applies to all of your characters and when you reach 50 your lw El is your highest amount of CP
As on my Original Characters it took me two years to level to max as I was doing everything on multiple Characters, you would think I'd agree. But I don't since then in the last month I leveled two Characters to Max, I find it insanely easy now, just running a few dungeons and collecting Shards, I'm max leveled in no time. Due to the new 1T I don't even bother upgrading my gear beyond level 20.
Levelling depends on what you are trying to achieve, if you want to go through and do all the quests, then you should expect this to take time, if you only aim on getting to max level, then with mediocre commitment you should be able to achieve this within 2 weeks.
I just want to be able to enjoy PVP and not get steam rolled every 10 seconds. And I also want to be able to run dungeons.
Also is it possible to level all skill lines? so I can have a Templar who can tank,heal or DPS?
At level 20 get a crafted set (hundings(stam) or Julianos(Mag)) in Purple then use a good Sharpened Weapons. This should last you until max level, if you just up grade your jewellery as you find better.
My suggestion is firstly concentrate on getting as many AOE on your bar as possible, then go into a Public Dungeon and kill Mobs. ((best to choose those in which there are Human Mobs as you get more Gold)Unless you do crafting, then choose Beast in which you get Hides)
Once you are confident, you will know which AOE you can use more effectively to kill mobs, these you can put on your Back bar, on your front bar you can place any skills you want to level, plus one main AOE to kill with.
For fighters guild choose a dungeon with undead.
The biggest issue is skill points, but with 1T it's much easier now too go to every zone and pick up all the sky shards.
