I personally have zero interest in PvE or instanced PvP. So the new xpac doesn't provide much value for me. The Warden class, however, looks good.
At some point, maybe 6 months after the xpac's release it would be nice if just the Warden class was made available for purchase in the crown store. There is a precedent, The Lord of the Rings Online sells their expansion classes (one of whom also happens to be named the Warden) in the cash shop, and it seems to work fine.
I realize there was a whole debate about what is, and what is not, DLC, but I don't think ZOS can capture customers like me unless they do something like this.

It's entirely plausible that it is going to be the strongest class right after release. It's likely not going to be the strongest by a huge margin, but it's very likely to the the top dog. How is it going to be pay to win? We have no idea if the Warden is more powerful then other classes.

First, a difference in race is far less important than a difference in class. A different race can give you better stats overall (Altmer's Gift of Magnus), or it can give you one or two tricks up your sleeve (Argonian's Resourceful), but a class can completely shake up your playstyle. Sure, different racials are important, but the difference between classes is far greater than the difference between races. It's also worth mentioning that Imperials are really only the go-to choice for tanks, and racials are the least important for tanks out of all three roles.
Second, not owning Orsinium does not prevent you from using Law of Julianos. You can't access the crafting stations, but crafted sets are BoE, so someone can make it for you, and then you can use it all the same.
