No because the whole value of gold is based on the economy. If ppl could just farm AP which turns into another way to farm gold, what would they buy?
You need items of value to purchase or sale via AP not gold. It all works full circle

From your standpoint, something like that does sound like a terrific idea. The problem is the rich would get richer. The guild in the stall closest to the wayshrine would get an inordinate amount of that premium commission money, and it wouldn't be long before the guild has enough cash to prevent anyone ever wresting that first stall away from them, ever again.
