No cloaks in Tamriel?

Hi everyone!
I raised this issue/request like a year ago and then took a break, after a whole year still no cloaks in game?, oh come on please, cloaks are one of the coolest things in many MMOs i played and this game so far has been the best MMO i have ever played but it lacks something so small, ((Cloaks)).
I don't use the forums much because i try to stay away from it based on pass experience but cloaks brought me here lol, i don't know where to file a request but i wonder if any of you guys heard anything about this?
Hell even in the trailer they showed people with cloaks

There are actualy kids in the game. Each kid borns in coldharbor. And they grow there until they are sent to nirn as vestiges.0
