What would work really well to get rid of this crap, and make 2-handed weapons of all makes and models balanced would be to make two-handed weapons use up 2 pieces of an armor set much like dual wielding and sword and shield do. On the Stamina side, this wouldn't break up the meta at all. It would actually just put the final nail in Dual Wield's coffin for Stamina builds. Most Stamina characters already use 2H and Bow in PvP, since 2H has much stronger burst than DW. The extra set piece just can't compete with the power of Wrecking Blow->Empowered burst attack->Reverse Slice. If they got an extra set piece, too, then there's just no reason to ever even think about using DW for a Stamina character. And even players who don't run 2H will run S&B, since it makes them a crapload tankier, gives them access to Major Fracture (and with it, a crazy reliable way to proc Tremorscale), and gives them that extra set piece that they now don't need DW for.
So I say no. People always say that it will enhance build diversity, but all I see that change accomplishing is gutting one of the few meaningful tradeoffs of using 2H over DW.

This is an asymmetrical argument that doesn't take into account PVE. PVE is far worse slanted toward DW than PVP is towards 2H. Currently if you use 2H, or try to main bar bow, you risk not only performing substandard dps, but you risk being booted from groups. DW with a back bar bow IS the only accepted form of stamina dps at this point in time.
Making 2H weapons ie staves, bows, 2h swords/maces/axes count for two slots is a step in the right direction although as pointed out DW will suffer in PVP.
DW suffers for a lack of burst, and lack of utility in and out of combat.
The strongest and sometimes most overlooked aspect of 2H is the ability to gain Major Brutality and heal without having to have an enemy in range, target them and actually hit them. Adding in a Gap closer, CC, and execute gives 2H all the tools needed for PVP and make it the logical choice.
Some ideas for DW:
Add a direct heal component to Blood Craze application.
Increase Twin Slashes damage.
Add Major Brutality or Minor Berserk to Deadly Cloak.
Re-work Hidden Blade to be a gap closer.
Add a small HOT to either Whirling Blades or Quick Cloak.
Remove the heal and add a CC to Bloodthirst.
