I know how your feeling OP and its so frustrating. its like the game hates high end systems. My specs below.
If you want a prime example of that: I used to have a GTX 980 Ti, but had to sell it due to some unexpected bills. I went back to a GTX 760 I had laying around. There was no different in game performance at all. There wasn't a single noticeable difference in performance -- at least not in ESO. Every other game I had suffered, but not ESO.

Oh, but I've probably got a bad processor, right? I've got a 5930K, which is a high end, 6-core processor. It's got more than enough speed, but not for ESO apparently. It's ridiculous how bad the game is CPU bound since it's still a single-core app. A great majority of the game's performance could be unlocked if ZOS could ever figure out how to properly improve the game engine.

    HDD or SSD ?
After switching to SSD, game runs now with 90-100 fps, before with crappy 30-40.
Moving to SSDs can improve performance, but only under certain circumstances (e.g. when you enter a new area and the game has to dynamically load textures/designs). It's not something that will be a noticeable improvement for most unless they have a really slow drive.

But the improvements are usually to the lower end of the FPS pool -- eliminating micro-stutters during asset loads, but usually bringing up the minimum or average FPS. Adding an SSD to Fallout 4 on Xbox one is a great example of that. It makes the gameplay much more fluid, but only because the engine is constantly streaming new textures/buildings, so it loads them much faster. It's an improvement, but not a huge one.
