Now that you're old enough to ask these questions the best people to ask are either your parents or the school nurse. There are a number of informative pamphlets in his office.
Try this: select the item and the use the mousewheel to "push/pull" it to the approximate place you want, then right-click to "level" it. This will not work on all surfaces. On flat floors or most tables it's easy. On others it's just a pain.
That sounds like a bug to me. On PTS I was able to place some bananas on a table with an incredible degree of fine-tuning, so maybe something went wrong between then and now. Are you going into first-person mode to place it? I did that so I could get a better view of the details.

When I need to place small items like this I'll choose it, hover over whatever surface I want it on, right click to align it with the table for example, if it looks like it's going into the table a little I'll roll my mouse wheel towards me to bring it up, then I left click, move to the side and check it's level, move back and use my number keys (above my letter keys) to change its direction/tilt/etc until I'm satisfied.
Push "T" if you are placing the object on a counter or against a wall (this turns on the "no clipping" mode). Usually, it will prevent the object from clipping through the wall/counter.
Also, having a mechanical keyboard helps immensely with these precise movements. It lets you nudge things by the millimetre.
