is the only way to get the imperial race, to buy the digital imperial upgrade thing? is there no way to simply just purchase the race?

✭✭Wait for a crown pack sale and the effective cost of the upgrade drops considerably.
It's also one of the better value for money items in the crown store IMO. The white horse is nice and you can convert any item of clothing to imperial style. That style might not be your favourite but it at least gives you a way to make all your clothes match if you're relying on random loot and quest rewards.0
