Count Title not Account Wide?

I bought all three of the Notable houses, and received the Count title and achievement on that character.
However, the title is not available in the dropdown list for my other characters and it's not possible to purchase them again. Is it supposed to be limited to one character?

Decado✭✭✭✭Have you entered each manor of each char? You should get the title for each manor the first time you enter them on that character4 -
