Apparently, before Homestead it did drop in other traits very rarely. I forget who I saw talking about it, but it was one of the forum mainstays. Now? No idea. It might be the guy on the PTS just got phenomenally lucky, or the drop rates could have been tweaked.0 -

Outside of quest rewards, it's intended to only drop in Training.
