Not to put too fine a point on anything...but I never talk about my orientation when I'm grouped up with strangers and if they ask I'll politely tell them it's none of their business. I'll drop out of groups that are gay/race/gender bashing but it's not directed at me because how would they know?

I barely pay attention to the race other people play.
A friend of mine said at max level it is not uncommon to see certain races get kicked from groups if the group doesn't like their race/class combination. For instance he said a Orc going full magic caster would get kicked. If that happens a lot....then I would think racial passives would need to be looked at again. Like creating a pool of passives for each race to choose from.
I can't imagine that even that would come up unless you're on voice chat. Are you a console player by any chance? On PC I've never seen anything along those lines come up in any group, even when we're on voice chat. Either way, that must really suck when that happens. I strongly suggest you report any racist/sexist/homophobic behaviour. You probably already do anyway, and it may or may not do any good, but if I were you I'd still do it.

That is an interesting idea, and something along those lines would definitely help combat the cookie-cutter feel of character builds in ESO. Currently, there is a very prevalent meta and, if you do not follow it, you will pay dearly in nearly all aspects of the game--PvP, PvE, Dungeons, etc. However, race and class selection should not be so inextricably linked that it begins to become oppressive, and it already has.
I am not advocating the removal of racial passives. I think they're very important for lore and thematic reasons. Also, the race you choose should have a substantial impact on your selection of class, but it shouldn't pre-determine it. How about, instead of each race having uniform racial passives regardless of class, the passives were slightly tweaked within each class?
For instance, Bosmer NBs--and I use Wood Elves as an example because they're the race I'm most familiar with--could have a slightly different playstyle than NBs of other races that is more based on stamina recovery. However, if a Bosmer were to choose to play as a Sorcerer, then this passive might be converted to magicka recovery (although the numbers would probably have to be adjusted to make sure that it isn't overpowered and that it doesn't offer as much of an advantage as choosing one of the more classic, magically-attuned races such as Altmer or Breton).
I think an arrangement like this would definitely retain the identity of each race individually while allowing players a little bit more freedom when choosing the race and class of their character.

I think your friend was pulling your leg. Or just wrong. To say "not uncommon" means it is common. And "kicked from groups" implies random groups, which means 4-man dungeons. No one cares or even really knows what race someone is in a random group. Now is there a Vet Trial running guild that would prefer a Nord DK tank over a High Elf DK tank? yeah maybe. But that is not "getting kicked from a group", that is being excluded from a group. People who are that type of player (hard core) min-max their character from the beginning and wouldn't be the "less-optimal" race for hard core content. If the game changed and they needed a different race they would pay the race-change token or take a weekend and level 1-50, have all skill points and undaunted 9 within 4 days and be ready for the raid the following weekend in thier "optimal race" character.

I kick out breton templars on regular basis. And breton sorcerers. Also breton dragonknights. Nightblades that are bretons, too.
Once Morrowind DLC is out, I will kick out breton wardens as well.
