Patch notes errors

Under the Destruction staff ultimate, it says:
What does that mean? Is it 10%? 5%? 15%?
Also it says Velocious Curse no longer reduces the delay from 6 seconds to 3.5 seconds, but in the PTS that change was reverted (while keeping the echo explosion effect).
Could we get some clarification on these ambiguities?

Reduced the damage done by this ability and the Eye of the Storm morph by 10%. The damage from Elemental Rage remains unchanged.
What does that mean? Is it 10%? 5%? 15%?

Velocious Curse (Daedric Curse morph):
Renamed this morph to Haunting Curse.
This morph no longer shortens the duration of the curse to 3.5 seconds from 6 seconds; instead, it causes the curse to explode a second time after an additional 8.5 seconds.
I assumed this to mean at 6 and 14.5 seconds.
I don't see this as being useful anymore unless you're specifically hitting big HP badguys while solo.
The regular badguys won't last long enough for the 2nd hit to occur, in many cases, imo, and will suxor because you can only have one active at a time, and I'll generally end up casting a second one after the 6 seconds which would nullify the 2nd bang at 14.5 seconds..Edited by twev on February 6, 2017 4:33PMThe problem with society these days is that no one drinks from the skulls of their enemies anymore.0 -

Gruffysb16_ESO✭✭✭Oh so they changed it so its 8.5 seconds after the first explosion, interesting. So it was a somewhat pointless change as its still better to recast after the first explosion.

That answers that question (although the 2.7.5 patch notes are still incorrect).
However, we still haven't gotten an answer about Elemental Storm.
