I have customized the settings of ESO for shadows, particles and other settings to medium or low and still have this issue. My hardware doesn't seem to make a difference. I am running the 64bit client on DX11 with 2 980SLI, 32GB of Ram and 6 core i7 3.3ghz not overclocked yet.
Any help regarding this would be greatly appreciated as I am at a loss as to why my frames are not higher.

i had smoothy fps untill this homestead update, everything was working well but now its unplayable with low fps even in minimum settings o.O'

I dropped my view distance down to 70 and that made the biggest improvement in fps in busy areas like popular towns. If I drop the view distance to 50 it is even better but I settled on 70. Everything else is at max and I am using 4K.
I have W10 but have not had the Defender problem you mention. Maybe it is some addon, not sure. Have you tried dropping view distance a little bit and see if that helps? I believe the view distance impacts the CPU more than GPU.
Also, I cannot confirm it because I have only one GPU, but some have posted that the 64-bit ESO does not support SLI. Are you using Afterburner or something similar to monitor? Are both GPUs being used?
