What cp should I be to start doing veteran dungeons. Now I ain't no pve God. I'm just an average player.

✭I'd hold off till you're CP160. You might be able to do some earlier, but I would recommend waiting till you're at gear cap.
As for the DLC dungeons, that will depend on your skill level. Wait till you're comfortable with all the standard vet dungeons first, then try running with friends or guildmates to avoid grumpy pugs.0 -

Vet WGT is not.
Vet FG1, DS1, CoH1, VoM are all very doable at lower CP.0
