Most people that are serious about writs (until today, there weren't that many of us), used surveys as our substitute for farming. Rather than mindlessly run around a farm, we would save surveys for a few weeks and then spend a couple hours farming them. If in craglorn, they dropped nirn (at a higher rate from what I can tell), In wrothgar they dropped whatever that stuff is to make ancient orc, etc. It is only natural that they should drop what any node can drops. The best part is that nobody could mess up your farm.
Now we are going to be back to node camping and Bots as far as the eye can see. If you wanted to prevent people from hoarding, then you should have changed the surveys that dropped post patch in someway. This is either Lazy, Stupid, or both.

Oh no oversight, it absolutely is intended. In fact alchemy surveys were dropping the new mats and they patched that out last week on the pts.
