The biggest thieves there, or course, are the guards working for Headman Bhosek.
But yeah, none of the starter islands have thieves dens. Makes it annoying when you'e got a brand new character stealing stuff on one of them and you fill up your inventory but can't fence any of it without going to the mainland first.
