The owner of the house can access their furniture inventory and place their own items down in the house they own.
Visitors can be given permission to decorate. But all they can do is move the furniture the owner has put down. They can not access or use either the house owner's furniture inventory, or their own furniture inventory.
Basically, the house is solely owned by the account that bought it.
However, the owner can assign "decorators," which are players who, when visiting, can use the housing editor to move things around. They cannot add furniture or remove furniture; only move it around. If given permission, other players can visit while the owner is away, including using their assistants, crafting stations, or DPS skeletons.
It seems like for the people hoping to use these as guild halls, the primary limitations will be 1) the player caps and 2) the fact that only the house's owner can add anything.

yeah i kinda wish there was the option to give everyone "owner access" if you wanted and let them place / remove stuff. would not be good for a lot of people for obvious reasons but for some of us it would be great.
