Seeing as all my character slots are full of mules and toons I actually play, yeah, I'd like at least one more slot so I can try out the warden. I can't get rid of the mules till ZOS pulls their heads out of their collective asses and gives us housing storage.
I would not use the word "free" though - that leaves a bad impression. I think it would be reasonable to include an additional character slot in the purchase price, with the option to purchase another two if desired.
if you use it as a new game... new account... you get eight free characters and the option to buy six more.

Purchasing a new account isn't a good option. You would lose all your CP points, crown store purchases like mounts and pets, couldnt trade bound gear between accounts.

In all seriousness though, given there's a new class, given there's a new tutorial and content aimed at new characters, there really should be a couple character slots included with the box.
Also, as the game has aged, I'm finding it harder to explain and justify the character per account limits. 12 or 14 slots as a hardcap is weirdly low. This is a service they can make money off of, and it's really curious that ZOS doesn't seem to be interested in selling more.

Purchasing a new account is a good option. You would restart from scratch as a whole new game like you first did, get to email BoE gear back and forth between accounts, be your own crafting buddy and get a new bank with cheap upgrades costs for both characters and bank again.
its all a matter of what you prioritize - lotsa character slots or existing gains from other characters.
