    Yes they do. But getting them is a pain in the altmer

    At this point I don't care about the trait or weight. Just need to complete the set. Then I'll worry about going back for better pieces

    That's basically what I do. Also good to keep an eye on the golden vendor just in case. She sometimes has shoulder pieces instead of helms.

    stamina cheese? monster helms are not the cheese. the cheese is op 5p sets. kragh's low enough damage it makes minor power changes. selene's easily dodgeable. velidreth's easily dodgeable.

    There are 12 different sets that drop from that chest. Going through 9 keys without getting the particular set you wanted (let alone the weight & trait you wanted) is very very common.
