Question about base attributes/stats

So I made a new character and noticed he had base attributes of about 15K and this seemed higher than I remember it being when I started at launch. I made a new identical character (race/class) to the CP561 that I've been playing since launch and it too had base attributes of ~15K. I stripped my CP561 character of all attribute points, CP, gear, and skills and it's base stats are only about half of the new character at ~8K.
Does anyone know why this is and is it normal? Do the base stats decrease when you reach level 50 and start earning CP? I can't remember.
