About new max level gear...give us mats that can be used to upgrade gear level!

Since ZOS kinda confirmed they are going to have new max lv gear in morrowind, it is only fair that we can collect a kind of new mat to upgrade our gear lv to avoid repeating all that grinding.
Also, many of the textures of low level mat are wasted and u can only see red weapons everywhere in end game.
Why not give us an option to upgrade gears just like improving its quality? this way we also have more option of weapon textures, if we decide to upgrade these weapons from low lv, we will maintain iron/rawhide/oak etc textures, which i am sure many people also want to have this feature.
