Yes. You can give the codes away but you may not sell them for in game gold or real money.
I recently bought Elder Scrolls Skyrim for PS4. I got a code for the Dragon Warrior costume and Yokudan charger. BUT I only have eso for PC and I don't want the code to go to waste. Is it against the rules to sell the code for gold?

I have a response from Support Ticket specifically stating it Is okay to sell pig codes in game for gold.
