They said early you have until launch on June? sixth to preorder the dlc

As others have stated, to get the Discovery Pack, you'll need to pre-order before Morrowind launches on June 6. The physical Collector's Editions are a bit more limited being a physical item, so as @Dominoid mentioned once they're gone, they're gone.

Considering nothing is available that I can find in Canada yet, are there numbers on how many physical CEs are going to be available to Canadian customers (as well as other places that have no visibility on these products and cannot order directly from ZOS for some reason.

Or do we just get whatever is left once they decide to actually get the information out there for us to be able to purchase?

@Evangele I had that myself in the UK, but after an hour or so I went back and it had come up in my usual retailer. I suggest taking another look.

To expand on what the others said, if you want the physical collector's edition, you need to preorder it basically as soon as possible. ESO's original collector's edition sold out within something like 2-4 days of its announcement if I'm remembering right - I couldn't decide whether I wanted it for a couple days and then once I did decide I had to scramble and find somewhere that still had preorders left (I eventually had found preorders still at Best Buy and it sold out completely there later that day.)

Digital Collector's Upgrade and its associated items will likely be indefinite, as digital items don't have limited stock. But if you want the pre-order bonus items (Discovery Pack), it'll have to be before June 6.

Oh.. lovely... Then I hope even more we Spanish players get some news about the physical collectors edition here in our country from our retailers. I was going to pre-order it yesterday coming from US, but the price to get here... So much. And I'm not even that sure the CE will be sold here ._. Maybe UK...
