the quote is a little out of context, maybe I misunderstood?

The quotes was referring to the new trial but they could use the expansion to reset gear. See now have had that thought I may have nightmares about grinding CP200 gear tonight.

I wouldn't mind a new gear grind if a token system was implemented with it.

I really don't think they will raise gear cap. There is no reason to as all it will do is create a grind so that everyone ends up just where they started. All the PvP will be the same level gear, all the mobs will be buffed to the power of the new gear. And, we see just how little the increase is between gear levels is.

Progression is done much more elegantly with the Champion System. And, they can always add new gear sets to keep the gear treadmill running.

It'd be kinda interesting if they bumped us to lvl60 and also all the skill lines that are 50 got bumped up too. Maybe add new passives, expand on current passives. Maybe even a new skill on the end of each skill line. Yeah, right.

Most likely it was referring to how One Tamriel was introduced. In a way, playing in Vvanderfell as level 20 will feel like a max level character due to battle scaling.

Not sure about item CP increase though.

He said they don't like the word expansion because that usually refers to 'end game content'... 'and we have that in this' refers to the Trial.

I very much doubt there will be an increase in the level cap as far as gear is concerned. One Tamriel's mechanics would make that rather redundant.

an increase on the CP cap, on the other hand? Yeah, I can see that.
