Request to improve Iceheart (and other Monster Sets)

Dear ZOS,

With the recent announced removal of crit on monster procs I think it is time to revisit an issue which has existed since these were introduced to the game: Specifically, the fact that monster proc damage like Iceheart or Grothdar for example do not currently benefit at all from scaling, and so are not increased by either your magicka/stamina pool OR your weapon/spell damage.

All active abilities in the game have what is called a "damage coefficient" for both of these stats. Basically, it is a multiplier that determines how strongly the skill will scale based on increases to your resource pool or damage stat. Monster sets do not have this.

I believe this was an oversight and something which was planned to be added later once there was a good mix of magicka and stamina based sets, which I feel we have now. So, since the damage and usefulness of these sets will be seriously affected in PVE by the removal of crit, I think it would be the perfect time to go back and set a proper scaling factor for these sets as well.

    From the title I thought you were going to ask for more sets. The thought of even more pledge grinding is terrifying.

    My thoughts on this are specifically related to hybrid builds, but any build using a proc-based monster set will be strongly affected by the removal of crit as well.

    However, I have recently been building an ice-based vampire warrior that uses bladed weapons AND spells and have both weapon and spell damage over 2500, with both resource pools over 20k. I do respectable DPS (15kish) and have strong survivability, tankiness, and utility, however the whole build is based around the Iceheart monster set.

    With the removal of crit from monster sets the viability of unique and clever hybrid builds like this will be seriously diminished, which hurts what was looking to be a promising new chapter in character build diversity with all the One Tamriel sets.

    I don't think uts an oversight that damage proc sets do nothing f scale off damage related states, however I do ageee there is an issue.

    With the current design a player can use proc sets and with everything else can build for survivability. Essentially not having to make much of a choice between being offensive and defensive when going into PvP.

    Considering it's been 5-6 months since magika based shields were adjusted and Zos provided the justification that they wanted a player to make a choice between being more defensive or offensive, I think Zos should have those proc sets scale off our stats to a degree. It makes sense, significantly more sense that to remove their ability to crit.
