Dear ZOS,
With the recent announced removal of crit on monster procs I think it is time to revisit an issue which has existed since these were introduced to the game: Specifically, the fact that monster proc damage like Iceheart or Grothdar for example do not currently benefit at all from scaling, and so are
not increased by either your magicka/stamina pool OR your weapon/spell damage.
All active abilities in the game have what is called a "damage coefficient" for both of these stats. Basically, it is a multiplier that determines how strongly the skill will scale based on increases to your resource pool or damage stat.
Monster sets do not have this.
I believe this was an oversight and something which was planned to be added later once there was a good mix of magicka and stamina based sets, which I feel we have now. So, since the damage and usefulness of these sets
will be seriously affected in PVE by the removal of crit, I think it would be the perfect time to go back and set a proper scaling factor for these sets as well.
