If hybrids were viable it would take away choice. If players could simply pick the best skills regardless of them being Stamina or Magicka that is exactly what they would do. So instead of having 2 flavors of each class there would only be one. That's not variety.
And frankly I'd wager if ZOS had forseen the constant issues with players choosing to be bad, they would have not used Play as you want, in any marketing campaign. Which by the way, they have since stopped using.
Or perhaps hybrids are not meant to be viable, and are purposely overlooked by ZOS.

No race or changes they could make to a race could make hybrids viable in vet trials. The game design doesn't favor them though they can be fun.
The game design cannot favor both hybrids and pure builds. More important is there are aspects of the game design that make hybrids weaker and races has nothing to do with that.
