I've used paypal with it before.
It's not on their part i believe but with your paypal/bank.
Before it told me i had to wait for the bank/paypal confirm something but that never happened and i got my money back.
Just don't use paypal anymore I suggest. I don't have a fix :l
Had the exact same problem. Just make a ticket, explain everything (more then once, believe me) after monday you will get them. For the record, never again purchase eso+/crowns on a weekend, and never again use paypal. I learned my lesson.
If you're on Xbox, it's a well known problem and you're better off contacting MS for a refund for all the help you'll receive from ZoS. If PC, then others will be able to help you.
If Xbox one open a ticket then respond to their emails......in the future, expect to pay and not get crowns regardless of payment method and only after back n forthd with support each month

It's set up to auto renew and I've had no issue with it renewing on a weekend until now
