AOE Injustice - Is it me or is Encase/Shattering Strange?

So, when operating with the ability to hurt civilians on i find that AOE attacks dont hurt civies.

Dropping a liquid lightning into a city doesn't hurt and red dozens of civies, right?
Dropping an arrow barrage into a market doesn't slaughter happy shoppers, right?

Thats fine i get that. Its a necessity.

But was testing Encase's Morph, the sorc power Shattering prison outside of town earlier and it did freeze a civie, turned him hostile shades of red instantly even before it did damage - earn bounty etc.

Encase isn't aimed, doesn't need anybody targetted to fire off - its just like other AOE in that respect but... it caught the civie.

have not looked at other rooters or checked to see if it would red-injustice them if it were the non-damage variants...

But are there other AOE non-target effects that you have seen anger the civies and trigger injustice bounty?

    Same civilian

    Hurricane? No problem just a cool breeze.
    Liquid lightning - no problem just pretty lights.
    ENCASE - the AOE non-damaging non-morphed version of Shattering prison... shades of red hostile bounty fugitive and brawl commencing.

    Makes no sense to me.

    Interesting.

    I just turn off attack in towns but long ago it felt like any AOE hit grey, yellow and red NPCs

    I did notice on dark brotherhood quests u can't hit targets with certain attacks but skills u can.


    Guess I missed some patch notes

    haven't tried it with hit innocents off... usually with innocents hit on you get the following:
    Red - hit by anything and will attack unprovoked.
    Yellow - hit by anything even AOE but wont attack unprovoked.
    Gray - hit only by direct targeted attacks, no AOE, wont attack unprovoked.
    Clear - no halo - cant be affects at all.

    IMX with hit innocent disabled - there are no gray. they become clear.

    But now it seems Encase is an exception for grays.
