The base cost is merely to serve as a gate for F2P players and works well compared to when SWTOR went to the Sub/F2P model vs what ESO has.

Blizzard made $250 million last year off its Battle.net shop. That doesn't include any subs from WoW, only real cash purchases for ingame vanity items like battle pets, mounts, transmog gear, and some other purchases for Hearthstone cards and such. Obviously the cash stores and a F2P system done right can be enormously lucrative for a gaming company. Say what you will about the Crown Store, but ESO has probably made a ton of money off of it, more than they would have from subs alone, I'd wager.
