There are SOME beggars you can actually assist but I've only seen them once or twice. Sightings of them are as rare as Maique the Liar. It has always bugged me that you can't give coin or even food to the many beggars in the game. It's silly, but it just does.

The ones you can give gold to are randomly generated in specific places and give an achievement if you do it for all the zones. They usually can be seen bending over searching amongst rubbish when you get near

I'd like to open a homeless shelter in one of my player houses, then teach them a tradeskill and put them to work so they can earn money for me err I mean to start a new and productive life
Sometimes I think they are just lying to get the gold from you but whatever it is I still give them gold. lol!
How i wish that we can select the amount of how much we can give and not the pre-set amount of gold that they want. Get it?

Knowing the tes lore about magic and all this stuff of passing to other realms, it's not that bad to kill beggards imho.

How cool would it be if we could give beggars however much money we want (like the bank interface), and then we get a reaction?
Like, if you give them x amount of money, you see them run off to the inn and get a meal. 2x you see them get a bed for that night. And there are some beggars who are liars and you see them hanging out in the inn getting drunk.
Could even have charity achievements and a special title/dye for giving away massive quantities of gold. Tamriel Philanthropist of the Year.
