Ever since I heard about Spellcrafting coming to ESO I was very enthusiastic and eager to try it out,however once I read it has been back-burnered,I was rather disappointed.In my opinion I find this unique system could've made ESO a truly distinctive MMO.That being said,I would be more than happy if a ZOS dev could confirm that spellcrafting is coming this year.

✭All the people who were designing spell crafting and endgame systems left zos in late 2015. The game has taken a serious direction change. I don't think we will see any systems that expand the game play in anyway for a loooooong time. Look for the road ahead2 -

We have a list of things we’re working on. That’s further out, but yes, we are still looking at it, it’s still in our plans but we don’t know yet when it’s going to launch. But it is something we want to do.

Same thing. With spell crafting we actually got in enough to start seeing how it worked, we didn’t like the design so much and it was going to be more work than we thought to get it to launch so we kind of put it aside to do Thieves Guild, Dark Brotherhood, One Tamriel, housing etc.
But it will come eventually, it’s just further out.
Here's a post I did a while back that datamined how it was supposed to work and what spells it was to include. The system we will get will most likely be quite different by now though. Here's hoping it makes Matt's Road Ahead article he has coming out in a few weeks.

I personally believe the message was made very clear on or around Jan 12th 2016 that its on the back burner
The only mixed info occurred prior to that clarification so we know that the developer who began the work had left the company and that is why it came up in 2015...then to start 2016 it was made clear its not being worked on and wont come for 2016....its basically on their wishlist-PC (PTS)/Xbox One: NewBlacksmurf

However thinking back to some of the spells I made, I can see how it would be an absolute balancing nightmare.
Something tells me we will not see it until the devs feel we have a very balanced and stable skill/gear system that they are finally happy with.
The game is already a mess as is in terms of balance. There is no way they muck things up even more with spellcrafting.0 -
