Why isn't the Maelsrom Sword and Shield at least a part of the same set?

I was going to use them with my m DK on the back bar for PVP but I find it pretty useless when you can use something like Endurance instead and to top it off shield doesn't have a thing unique about it like the other weapons.
Am I missing something? It seems pretty useless to have imo (the shield particularly).

Yep, only reason I haven't deconstructed it yet is because it's my first ever VMA weapons atm and I have no others lol. Kind of disappointed after all that work.Edited by GawdSB on January 19, 2017 7:34PM1 -

Not sure i've ever seen a tank even using the 1h.. guess they dont want to break up sets for that awesomeness...0
