Restoring order quest bug.

So i'm at the end part of the quest where you follow the guy. He leaves his house and i'm told to go in and search it but guess what its freaking locked. I can't stand screw ups to quest like this at the end of the chain. What am i to do pick the lock and have guards arrest me.
