[SUGGESTION] Destruction Expert passive

I have doubts that Destruction Expert passive is so good for my Sorc. because many times enemies will be killed (regardless of wall of elements is up or not) by Crystal Fragment or Mage's Fury or disintegration or even a proc set. Anyway I put some extra points in the passive but I don't expect it to help me much with magicka return. Unfortunatelly. I'd like it more if it will return magica when enemy is killed by any elemental damage from me.

Then introduce some probability restriction to prevent it return magicka every kill. And/or return some less magicka. Whatever would make the passive not so rare to work.That would be insane, render Endless Fury obsolete and disable every other weapon for magick DDs.
