    This isnt exactly what i think should happen but i strongly believe penetration is completely wrong atm and need to be switched up to combat heavy in pvp.

    This imo will cure the heavy armour meta in pvp by adding counter play.

    Just remove heavy armor from game . Heavy armor was un usable for almost 18 months after launch in PVE. I am really baffled how this game almost three years post launch cannot fix the balance issues that are basic functions of a MMO, like role viability.

    Heavy armor is exploited in PVP but tank specs are not even needed in PVE aside from vr trials. The meta of this game is completely dps dependent . In an effort to appeal to everyone they have reduced the game to appealing to no one but a churn based demographic. The pvp player suffers , the end game pve suffers and the churn baes player just buy barbie doll equipment, while the run solo dailies. Then reroll on a non sub playstyle. The casual if they have played since launch is now sugffering as well. the content is so slow and thin in its release it holds very little longevity for them either epsicially with the reduced diffculty.

    Enjoy the on line RPG for what it is. A swirling direction less merry go round with candy land Kmart content thrown at you very quarter at the price tag of a true MMO. The genre has been conquered buy corporate greed. Even though there is great ideas and talent behind Zos they will always have to dance to the tune of make more money for less effort. Turn a high quarterly revenue and worry about the next when it comes.
