Was wrath an issue in heavy armor?

Since u will have to wait longer just to get the full duration. I thought the main issue was the resource management on heavy? I honestly don't know why ZOS just made it so u have to wait longer? Wrath wasn't the main issue it's the resource management. And black rose wasn't much of a nerf it was just a very less noticeable nerf to it? Heavy armor will still be an announce.
